So you don't use the list, but you want a new list so YOUR monsters die.
But most spenders would be looking at the new list, so your monsters won't get their attention anyway. That leaves people looking for that particular monster, which probably also need a few days to get their damage in.
There are waves for monsters. Opening day is a race for the new shiny. That will last until anyone ready for the new shiny gets it. This can last up to about a month. The second wave is to fill the IA. This starts day one and can go 3 months or so. There is then a third wave, for the more casual spenders to get the new shiny. That can take 3 or 4 months. But then the 5th wave is for the casual or promo spenders to get the IA. This can take a year or more. Then there are the f2p waves. One to get the new shiny, the other two get IA filled. But any of those waves can be happening at the same time. You just kinda have to get a feel for the pulse of the community to know where we're at.
Someone that actually uses the Public List to hunt monsters would probably be more attuned to what they need. Maybe they don't like all the Nightmare Dracs flooding the list. Maybe they don't care as much. It's all about how they do their hunting. And when it comes to new features, those that are spending money have a little more pull with the Devs.
If there isn't a reward to summon monsters, then monsters will not get summoned more. This creates issues for people that do spend money on refills to hunt the monsters.
But there are too many monsters in the high tier for the list to be very useful anymore anyway.
