evade is nice when it works, but when you get tagged, it's for over twice the damage as you'd take using IV.

If you're a PvP build and wins a lot... then resistance IV is your pick.
If you're not good at PvP and you lost most of your duel, I think evade would be better. |

evade only for rogue, and it's rarely works for me

Resistance 4 is almost always better. Let's do some math:
1) Resistance 4 will save you 40 dmg per token (win or lose). 2) Evade has a 20% chance to do 0 dmg (win or lose), so if you win all that means that on average you receive 80/5 = 16 dmg less per token. If you lose everything against a non-rogue you receive 150/5 = 30 dmg less per token, which is still not as good as res 4. Only when suiciding against a rogue or when a rogue attacks you equiping evade would be better, but if you are smart you should leave the suiciding up to those who are already stunned anyway. I guess rogues should wait for extra slots to become available so they can equip both resistance 4 and evade. That would make them quite effective.
