How do I send gift soldiers?

in the "Send Gifts" section I can only send Mystery Artifacts, etc.
How do I send a "Gift Soldier"?

You can't. This only happens when you add new army members through the invite page.

God please keep them safe, the fallen, and the ones still serving, and the ones trying to piece their lives back together. life is precious, like our loved ones, nothing can fill the void, but to know that others care is comforting.
