I just noticed, A cleric with low health and resurrect buff will pop the rez buff even on a win.

No more gliding along the 10 health line.

hasn't it always been that way?

I just played cleric recently and my guild mate in my new guild is very very keen at casting resu so I don't know.

I thought at low health, clerics will stay at 10 health and still keep their resu buffs as long as they win.

Speaking of resurrect, has it always been intended if a player with the resurrect buff gets stunned by someone whirlwinding a target adjacent to him, the buff doesn't activate?

Yep, WW and mage splash doesn't affect buffs or curse.
Just like how it doesn't pop polymorph.

Always been this way.

Cleric splash happens after damage is taken, which pops the Rev.

Mage splash does trigger resurrect. It was changed (fixed?) long ago.
