Elite Friends for team attacks

I want to try out the team attacks but I wanted to do it with some friends that I can communicate quickly with. I looked on the regular friends list and I didn't see them. There are lots of friends on the list but not all of them and not the ones I would like to have as epic friends for testing team attacks. I have over 1000 army but I am wondering how the game decides which friends show up on the list. Is there a way to get the ones I want to be on there? Is there a level restriction or something?

it uses the same list that populates for gifts so make sure that you and the person you're trying to send the invite to don't have a gift between you hung up somewhere.

There must be some difference. At least a level requirement. I haven't checked many others but I have one person who is just a new player (level 10) but I see her on my gift list but not on the friends list in the monster battles.

I checked with another new army member who's level 46 and I can't see them on the list of friends either.
