It's not certain yet that it would stay even as low as 18-19k, people levels up and gets extra stamina & some might buy more stamina, use potions etc just to reach Legend, but we will see.

I half suspect this might be (at least partly) mitigated by a flood of new players joining the Arena at the last minute to collect those free stamina points.
