I just want to know if you can start over as a new race but still keep and play with yout first one!

You aren't any particular "race" in this game at all. Everyone is basically the same. That said there isn't a real way to start over, current thought is that if you delete the app and wait 90 days before reinstalling it you will be able to start from scratch.
