Im confused as to what it's use is. Is it listed some where, and do I want to put the items together to make it?

It's a magic item. You use it when fighting just like Energy Bolt or other magic items. You will find them here:

Dragon Charm is also needed when you summon a dragon. Look at the Alchemy page:
