No Angelica Hero after alchemy performed

as topic says and went to my general tab nothing! even if you hover over the keep section no angelica icon is there a level restriction before getting her? I'm at level 74

and when i look at my friends tab they have angelica general icon

anyone having the same issue?

I'm Lv. 78 and I haven't gotten all that I need to create her so I wouldn't know if there's a Lv. restriction in Creating her or not.

I'm a Lvl 60 and i got the girl without any problem.
