No credit for quests

I've done all the quests to full influence in the Land of Fire yet don't even have the first quest achievement

Did you finish them all to 100% Influence on Level 4? Each and Every Single Quest?

On this quest, I have not received any credit for doing it. It is the 5th quest and I cannot unlock the next until I finish this one. I keep using energy to do this quest but there is no progression on the bar showing I have. Can you help? Thanks!
